Signing of the Cooperation Agreement with Hebei University of Technology

The solemn ceremony of signing of the cooperation agreement between the One Belt One Road Research Institute of Energy Industry and Energy Law under Hebei University of Technology (the People’s Republic of China) and Autonomous Non-Commercial Organization Center for the Development of Energy Law and Modern Legal Science named after V.A. Musin (the Russian Federation) was held on October 17, 2023.

Opening the signing ceremony, Ma Limin, Vice Rector of the International Campus of Hebei University of Technology, declared:

“Ten years ago, General Secretary Xi Jinping suggested jointly building the Silk Road Economic Belt and the 21st Century Maritime Silk Road. The Belt and Road joint construction is a significant strategic choice made by the Party’s Central Committee to oversee the comprehensive political, diplomatic, economic, and social development. Today, we are delighted to announce the signing of the cooperation agreement between the One Belt One Road Research Institute of Energy Industry and Energy Law under Hebei University of Technology and Center for the Development of Energy Law and Modern Legal Science named after V.A. Musin, on the occasion of the Third Belt and Road Summit for International Cooperation.”

Zu Lei, Rector of the International Campus of Hebei University of Technology, emphasized in his speech:

“Energy is crucial to national security in both the People’s Republic of China and Russia. General Secretary Xi Jinping emphasized that Sino-Russian energy collaboration serves as a significant cornerstone for practical cooperation between the two nations and a beneficial influence on the worldwide energy security. President Putin, during President Xi Jinping’s state visit to Russia in March of this year, said, “The Sino-Russian energy collaboration is continuously broadening. Russia is a crucial supplier of oil, natural gas (including liquefied natural gas), coal, and electricity to China. No matter, whether these are ongoing projects or projects pending approval, Russian companies can meet the growing needs of the Chinese economy.”

Since the proposal of the joint One Belt One Road initiative, China and Russia have been rapidly developing mutually beneficial cooperation. This includes the construction of cross-border energy channels, interconnecting energy infrastructure, etc. Energy cooperation models continue to evolve. Energy cooperation remains one of the most important, fruitful and wide-ranging areas of practical cooperation between China and Russia.

The Center for the Development of Energy Law and Modern Legal Science named after V.A. Musin is a prominent analytical center in Russia and globally in the energy research field. It was established with Gazprom’s initiative and support and signed a cooperation agreement with the Ministry of Energy of the Russian Federation. Today, Hebei University of Technology is delighted to collaborate with you in establishing stronger energy partnership between the countries along One Belt One Road. Our joint efforts aim to safeguard energy security and address global climate change challenges through scientific research. We invite you, Victoria Romanova, to participate in the Forum on Gas Industry and Legal Regulations of Natural Gas Supply in the One Belt One Road Countries which will be held next month and give lectures on energy law to our faculty and students.”

Victoria Romanova, Director of Autonomous Non-Commercial Organization Center for the Development of Energy Law and Modern Legal Science named after V.A. Musin, LL.D., Professor, expressed her gratitude to the colleagues from Hebei University of Technology for their kind attitude and interest in the development of energy law cooperation. “Today, Vladimir Putin, the President of the Russian Federation arrived in the People’s Republic of China to meet President Xi Jinping. We eagerly anticipate further development of energy cooperation between Russia and China and offer our best wishes to the Third Belt and Road Summit for International Cooperation. Since the inception of the One Belt One Road joint initiative in 2013, major energy supply projects between Russia and China have maintained steady progress, showing our reliable strategic partnership.

We are also delighted that our esteemed colleagues from Hebei University of Technology are holding an agreement signing ceremony with the Center for the Development of Energy Law named after V.A. Musinduring these momentous days.

As far as I know, Hebei University of Technology has recently celebrated its 120th anniversary. Established in 1903 as Beiyang Technical School, it has since become a top-rated engineering university not only in China but also across the globe.

We are ready to collaborate with our esteemed colleagues from the People’s Republic of China in multiple areas of legal regulation of energy projects, on reinforcing international energy law order, legal regulation of energy security, training of highly qualified personnel in energy law and programs of advanced professional education.”

Andrey Lisitsyn-Svetlanov, Academician of the Russian Academy of Sciences, LL.D., Professor, Chief Research Scientist of Autonomous Non-Commercial Organization Center for the Development of Energy Law and Modern Legal Science named after V.A. Musin, also thanked his colleagues from Hebei Technological University for organizing and holding the signing ceremony. He emphasized the importance of further cooperation in energy law, joint research, educational programs, and conferences on energy law and other areas of modern legal science.

Zu Lei, Rector of the International Campus of Hebei University of Technology, thanked Academician of the Russian Academy of Sciences Andrey Lisitsyn-Svetlanov and extended an invitation to visit Hebei University of Technology to deliver lectures on energy law to the faculty and students.

At the end of the signing ceremony, the parties expressed their mutual desire for long-term cooperation and success. They also acknowledged that the signing of the cooperation agreement is a starting point for numerous worthwhile scientific projects.
