The tasks set by the Paris Climate Agreement require the rapid development of new energy law, which should enable safe, trouble-free and uninterrupted supply, transportation, and storage of low-carbon energy resources. Taking into account the fact that more than 170 countries are parties to the Paris Agreement, there is a need for further international legal regulation, including in the field of hydrogen energy, carbon units trading, operation and possible modernization of the existing energy infrastructure while ensuring the energy security of entities of the national and international energy markets.

The above-mentioned circumstances imply further development of the scientific school of energy law both in the Russian Federation and abroad.

In this regard, the current realities pose the following questions to the state, science and business:

What areas of development of regulatory control in the field of hydrogen energy, trading in carbon units, construction and modernization of modern energy infrastructure and safe operation should be referred to the priority topics of scientific research in energy law?

What areas of legal regulation in the use of conventional energy resources should be included in the plans of scientific activities of modern research centers?

REW 2021 is an excellent opportunity for open discussion between representatives of the state, science, business and public organizations to develop proposals that ensure a balance of interests of various entities of energy markets.
