On October 12 to 14, 2022, the jubilee international forum Russian Energy Week was held in Moscow. The forum discussed the most pressing trends in the development of various energy sectors at the national and international levels.
The 2022 Russian Energy Week is themed Global Energy in a Multipolar World. The President of the Russian Federation, Vladimir Putin, spoke at the REW 2022 plenary session and noted that “the stability and balance of energy markets and the secure future of nations can be ensured only through joint efforts in an open and honest dialogue based on the principles of joint responsibility and consideration of each other’s national interests.”
The plenary session was attended and addressed by Alexander Novak, Chairman of the Government of the Russian Federation, Bolat Akchulakov, Minister of Energy of the Republic of Kazakhstan, Fatih Donmez, Minister of Energy and Natural Resources of the Republic of Turkey, Parviz Shahbazov, Minister of Energy of the Republic of Azerbaijan, and Aleksey Miller, Chairman of the Management Board and Deputy Chairman of the Board of Directors of Gazprom, PJSC.
As part of the business program of the Jubilee Forum, Viktoriya Romanova, Chief Scientific Officer of V.A. Musin Research Center for the Development of Energy Law and Modern Legal Science Autonomous Non-Commercial Organization, participated in the panel session Russian Fuel and Energy Complex under Sanctions: Have They Helped or Hindered? moderated by Anastasia Bondarenko, State Secretary, Deputy Minister of Energy of the Russian Federation. The panel session was also attended by Pavel Zavalny, Chairman of the State Duma Committee on Energy, Daniil Krainsky, Deputy General Director for Legal Regulation of Rosseti, PJSC, Mikhail Galperin, Deputy General Director and Head of the Legal Affairs Unit of Inter RAO, PJSC, and Zhanna Sedova, General Director of Enel Russia, PJSC.
The participants discussed the problems of legal regulation of the energy sector under sanctions, trends in energy law, including in relation to the export of energy resources, and possible legal models for the settlement of foreign trade disputes.
On the occasion of the REW 2022 Youth Day V.A. Musin Research Center for the Development of Energy Law and Modern Legal Science Autonomous Non-Commercial Organization together with the Ministry of Energy of the Russian Federation and the Association of Lawyers of Russia held the traditional all-Russian competition Young Lawyer in the Energy Sector: The Youth Model of Energy Law. The award ceremony for the finalists of the competition took place on October 14, 2022.

Speaking at the award ceremony for the participants of the all-Russian competition Young Lawyer in the Energy Sector, The Youth Model of Energy Law, Anastasia Bondarenko, State Secretary, Deputy Minister of Energy of the Russian Federation, noted that the level of the participants’ works is getting higher every year, FEC lawyers bring pressing issues of legal regulation in various energy sectors to the discussion and present proposals worthy of attention and support.
