V.V. Romanova, Director of V.A. Musin Research Center for the Development of EnergyLaw and Modern Legal Science, Took Part in the Meeting of the Expert Council of theState Duma Committee on Energy

On July 22, 2024, V.V. Romanova, Director of V.A. Musin Research Center for the Development of Energy Law and Modern Legal Science, took part in the meeting of the section on legislative regulation of social protection, personnel policy, and professional development of employees of the fuel and energy complex of the Expert Council under the State Duma Committee on Energy. The section meeting was chaired by D.V. Islamov, First Deputy Chairman of the State Duma Committee on Energy and section head. A number of representatives from various government ministries and agencies, including the Ministry of Energy, Ministry of Education and Science, Ministry of Finance, Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters, Federal Environmental, Industrial and Nuclear Supervision Service, Federal Service of Supervision in the Sphere of Education and Science, and the Minister of Coal Industry of Kuzbass, as well as representatives from coal companies, participated actively in the meeting of the section.

The meeting attendees discussed the proposed amendments to the legislation, which included tightening the requirements for the content and duration of implemented training programs, certification of personnel for the right to work in a mine, and the form, timing, and frequency of training. They also addressed the level of teaching staff and the availability of material and technical resources for training on industrial safety when working in coal mines. V.V. Romanova put forth suggestions for how the sectoral coal legislation could be developed further, with a focus on training for the coal industry. She also highlighted the potential benefits of updating the coal legislation. These proposals were endorsed by the head of the section and other participants in the discussion.
